Utah’s Contract With Capitalism

Our economy has been upended by COVID-19,

– and millions of our fellow human family are being left without solutions.

We’ve allowed Capitalism to rob too much wealth from our working class, and it’s time Utah’s workers got a new contract.

Introducing: Utah’s New Contract with Capitalism

Like the New Deal of past presidential administrations, Utah’s next Governor is going to take the destiny of our workforce seriously. We will become the Mentor-State, that we know we can be.

I am a Capitalist, and I support this contract. I make contracts with my employees, my customers and my vendors. A good contract means a good deal for everyone. Utah will build our basic contract with capitalism, and the market can improve on it from there. The concepts all have funding plans.  Here is the beginning:

  • A New Consumer Advocacy Bureau

    • Providing education in budgeting, navigating loans, and assistance for taxpayers to help maximize deductions (including advocacy to help reduce tax burden for future years.)
    • This new Office of Ethical Business Practices will address wage disparity by generating yearly reports, educating businesses on how to lower income disparity and continuing to increase the velocity of money
      • Able to receive and investigate consumer complaints about unethical business practices
      • The velocity of money is a measurement of the rate at which money is exchanged in an economy. It is the number of times that money moves from one entity to another, this new bureau will be charged with keeping that velocity increasing.
      • Requiring businesses hold at least 20% of money from customers in escrow for future services until at least 30 days before service is rendered.
      • Companies will be required to lay out these guidelines in a generic truth in spending disclosure that is available publicly
    • Capping APR rates on any loan issued to an Utahn at 30%
  • Worker Protections

    • Eliminating anti-union legislation
    • Raising Utah’s Wages
      • Raising minimum wage based off recommendation from on a commission on what a living wage would be by 2024
      • Tied to active inflation afterwards
    • Repealing ban on municipal governments setting higher minimum wages
    • Not dependent on citizenship, and applies to tipped workers as well
    • Healthcare Required, but companies can buy into Utah’s Primary Care Public Option
    • Tax Credits for Companies
      • Any business seeking a tax credit from the state of Utah must hire at least 80% of their employees from Utah for any of their workforce based in Utah
    • Time Off
      • 24 days for full time
    • Sick Leave
      • 18 Paid days for full time
    • Mental health must be an accepted reason as well as recovery from addiction
    • Paternal/Maternal leave Mandated
    • Mandate that employers give at least 1 weeks’ notice or pay upon termination for any reason
      • Exception for criminal behavior
      • Also applies to independent contractor
    • Guaranteed Jobs. Especially in situations like Veterans affairs. Many vets have amazing backgrounds, but they are not able to list their history due to security clearance. We need to make sure that these people can still get decent jobs when they rejoin the civilian workforce.
    • Healthcare

    • Primary Care for All, the Utah State Government will enter the health insurance market.
      • Paid for by automation tax, PC4A will cover the GAP group of low income, uninsured individuals
        • Amount will increase year over year as automation tax increases along with new automated services
      • Hospitals must honor in network charges even if bringing in out of network doctors if patient is unable to make decision as whether or not to proceed
      • We will add regulations and caps on necessary life saving drugs at $100 per month. These include insulin, inhalers, epi-pens, and other inexpensive to produce and greedily profited on medications.
      • Charge Masters at medical institutions must be physically accessible before service to patient, immediate family, next of kin, or responsible representative/advocate

    • Green Energy

      • Our holistic plan for restoring the Great Salt Lake and the other saline-lakes of the Great Basin, while creating green energy, increasing snowfall, and reducing pollution has been accepted as a TEDx Talk. Zachary will be giving this talk on August 22nd, 2020 at the Peery Egyptian Theater in Ogden. Here’s a sneak peak of the concept.
    • Anti-Corruption

      • New Public Referendum and Proposition Protections.
      • Aggressively replacing inappropriately appointed positions by moving them to acting with offer to be re-nominated.
      • Ranked Choice or Similar Voting Statewide
      • Public Campaign Donation Vouchers
    • Housing

      • Recognize housing as a human right.
      • Tiered housing subsidies from the housing authority
      • New Mixed use requirements.
      • New economic projects must include housing plans
      • Paid for by 1% property tax from out of state landlords
      • Emergency Provisions to Freeze Rents and Mortgages in Pandemics. Paid for through the Pandemic Response Fund, as well as the Business Stimulus Fund. Landlords will be expected to hold two months mortgage payments in escrow for rental investment properties. This emergency money is held for future situations where tenant rents might be frozen, and mortgages still need paid.
    • Criminal Justice Reform

      • Freeing our Non-Violent Drug Offenders
      • Becoming a Mentor-State with paths out of, as well as avoiding prison all together
      • Putting an end to prison slavery, prisoners deserve votes, and minimum wage too
    • Family Care

      • Single parent subsidy
      • Fathers need protection too. Utah will switch to an automatic assumed 50/50 custody in divorces unless:
        • There is proof of trouble, assault or other special circumstances to break this 50/50 tradition
    • Education

      • Universal Pre-K
        • How do we pay for this? By freeing those workers to work full time, thus generating new tax income. Jobs, man. That’s how.
    • Jobs Guarantee

      • There is always something to do
    • Right to Repair and Maintain

      • Our personal property is our personal property, and we will have the right repair it. We will have the right to property that lasts, property that we can pass on, and the right to repair and maintain that personal property.
        • New mass produced items over $1,000 sold in Utah must include repair manuals available free of charge by 2022.
        • All mass produced items sold in Utah must have a plan for re-use, recycle or responsible and beneficial biodegradability by 2024
        • New Mass produced tools, and appliances sold in Utah must be designed for longevity by 2024.
        • Mass produced disposable items sold in Utah must have a rapid beneficial biodegradability at their core by 2022.
        • New Mass produced items over $2000 sold in Utah must allow free access to any basic proprietary diagnostic software for which is needed to perform repairs and maintenance of those items for a minimum of 10 years or as long as the maker is functioning whichever is shorter
  • How do we pay for all this cheddar?

    Honestly new taxes should be generated through closed loopholes, and by creating new tax bases. This should be done without burden to our working class or the poor. We’ve gotten creative with the ways to pay for this, and there is a lot of room for expansion. If you read on, you’ll see the first taste of our funding options.

    • Automation Tax:

      • Imposed on profits from companies that use automated workers or AI to eliminate human jobs, to close the losses to our payroll taxes.
    • Permanent Small Business Monetary Fund

      • Health insurance for businesses
      • Two Parts to keep Utah business’s healthy with instant stimulus in an economic downturns
        • 60% of fund is kept in reserve for loans and grants for small businesses during economic downturns
        • 40% for stimulus for ailing small businesses is available regardless of the quality of economy
          • Companies must pay for 3 years into fund before being eligible for benefit
          • Businesses must apply to receive benefits
    • Out of State Landlord Property Tax

      • 1% property tax on any property owned by non-residents of Utah
        • Used for tiered subsidies by housing authority
    • Mineral Severance Tax

      • To be used toward environmental restoration projects, and Utah’s resident’s health and well being.
          • Cannot be waived
          • 5% tax on any mineral or fossil fuel extracted from Utah land
    • Jet Fuel Tax

      • Used for Infectious Disease Defense Fund
        • Current: State tax on jet fuel is $0.025, Salt Lake International Airport receives 45k flights/year
      • Proposed: State tax on jet fuel becomes $0.10 raising roughly $14.58 Mil/year a 393% increase in tax revenue.
        • Proposed changes in tax structure align more closely with other hub cities
    • Taxes on Items That Are No Longer Restricted

      • Recreational Cannabis, Lotteries, Private Liquor Stores, and so many more. We can no longer allow our money to flow out of the state or to flow into the black market. We are the number one importing state in the union. Our crime rate is only so high, because we’ve made nearly everything a crime.
    • State of Utah Social CryptoCurrency

      • Tied to the value of the living human beings residing in Utah, and adjusted according to the happiness of those people. This coin is yours. For each and every one of us there is a coin and it endlessly recycles through a shared and socialized capitalist safety net. Always accepted at the public 3D printers, and Utah’s food banks.
